RoSafe speed enforcement project in Romania in final pilot phase

After signing the protocol with the National police for collaboration in the speed camera project “RoSafe”, the first 7 association contracts with the municipalities: Movilita, Cosereni, Ciocarlia, Andrasesti and Perieti in the county Ialomita, the contract with the governmental authorities for the connection with the national license plate data base, the contracts with the financial institutes to handle the cash flow of the paid violations and the National Post to send the violations to the violators, the RoSafe project started on the 15th August its final test.

This test must show if the complete system from detecting the speed violations till the payments of the violators is running correctly.

Since mid June the 3 fixed and 3 mobile speed cameras recorded up until the first week of August over 500.000 violations! One camera in particular in Ciocarlia recorded in 40.000 violations in 2 days.

The traffic police in Slobozia are working with a complete staff to manage this violation data day by day and will receive extra personnel to handle all violations. At this moment weekly 50,000 – 70,000 violations are recorded by 7 cameras.

The IRSA – Association has trained all staff to operate the cameras and the administrative management of violation data.

Next week the IRSA – Association will go to the UK with an official Romanian police delegation to exchange experience of speed enforcement, to receive the good practices of the UK police with respect to the handling of crashes, investigation & reconstruction, public awareness campaigns and university police studies. The delegation will visit the traffic police in the area of Kent from 19 till 22 August 2008.

At this moment already 22 Romanian road safety experts, including traffic police representatives are following an Ms.Sc and PhD road safety study at the Technical University of Cluj-Napoca.
