SUMMARY OF QUALIFICATIONS

Wide variety of skills and experience in general police duties (specialty: traffic enforcement, education/communication and engineering). Initiator of the organization of a worldwide network for traffic police officers on a strategic, functional and operational level. Initiator of a working relationship between the Traffic Police of the 15 European capitals and the European Commission D-7 in 1994, which is now called TISPOL.

Instructor of many traffic police officers specialists (worldwide) in using the latest technological developments in enforcement, education/communication and engineering, and in particular drugs/alcohol and driving. Working in many developing countries to improve traffic enforcement, the handling of collisions, post-accident situations and the establishment of Traffic Investigation Units. Initiator of the World Road Safety Network and International Road Safety Academy, in 2004. The Academy trains the trainers in developing countries and introduces new technology, programs and good practices to reduce crash fatalities and severe injuries. President of the Institute for Traffic Care, which organisation has a DPI and ECOSOC Consultative status within the United Nations.

Founder and Caretaking Chairman of the pre-established International Road Safety Academy, based in Amsterdam. www.irsa-association.org

2001
Appointed as member of the UN WHO Steering Committee, called ‘Joined Bone Decade’, to design a road safety strategy for the next decade for developing countries.

2000
Appointed as Director-General of the European Traffic Police Network (TISPOL). Resigned in January 2002 to continue the work of improving the quality of traffic policing in other parts of the world – in particular third world countries.

Senior-consultant for the World Bank to strengthen the enforcement of traffic regulations through training of traffic police staff and provision of traffic police equipment for the GIBDD Training Centre and for operational divisions of the traffic police force in Moscow, Russia. The program finished in 2005.

Senior-consultant for the World Bank to advise the Government in Lahore – Pakistan, to implement a new road safety strategy with all the stakeholders in the field of road safety and to advise the police authorities with respect to improving enforcement of traffic laws.
